1. Screening
Screening is done at the very start of the project. Screening is meant to decide if a full EIA investigation is required or not. At this stage, the EIA agency experts have to ask themselves 2 questions. This questions are. What will be the impacts of this project to the social, economic and environment? After that, one need to follow up with another question of are these negative effects significant? If the answer to the second question is ‘Yes’, then a full EIA investigation is required to be carried out.

2. Scoping
Once a positive green light is given for a full EIA investigation, the next step is to define the issues that need attention. Scoping can be done with the use of a matrix to describe the actual impacts on the Water resources, flora and fauna and human environment around the plot. Scoping is essential is properly directing the resources available to address or investigate the relevant issues. This makes sure that the available resources are utilized efficiently and also to help with developing a good EMP development.
3. Baseline Study
To start the actual study of the project environment, one needs to do both a desk study and a field study. Desk survey is meant to establish the prevailing drainage, weather, sewerage and road networks in the project area. This means you will need to get drainage maps, weather maps and demographics around the proposed apartment project site.
The field study is meant to allow the EIA expert to visit the project site and see the state of the environment before the project. This way the expert is able to see if there are trees that will be cut down, fences destroyed or animals displaced including birds etc. Pictures of the project site including satellite and ground level photos also help to see the neighboring types of developments, the infrastructure around the site and the status of the flora environment.

4. Impact Prediction
Once the project site status in regard to flora, fauna, and community has been established, it is therefore easier to predict the type of impacts to expect from the apartment block project. Impact prediction involves forecasting the likely changes in the environment, social and economic community of the project.
5. Impact Assessment
The next step is to make an assessment of the expected housing project impacts. This basically means looking at each impact and defining its significance. The result is to come up with conclusions which will be used by the decision makers to determine whether the project can proceed with the current construction plans or there is need to consider alternatives.
6. Mitigation
After the project impacts on the environment have been determined, the EIA experts can now embark on designing the appropriate mitigative action. Mitigation involves taking measures to reduce or remove environmental impacts. The mitigative measures will be compiled for each of the 3 stages of the project. The mitigation measures are later incorporated into a Environmental impact statement.

The outcome of an EIA is a conclusive statement on the state of the environment, the expected impact s from the project and the proposed mitigation measures.
